Enclosure 2.

REC

REG 29 NOV 15

Hogkong, 28th. October, 1915.

With reference to your letter of the 27th. of

August which I regret has remained so long unanswered, I have the honour to inform you that I am advised that it is doubtful if the Court would grant a winding up order in the case of the Central

and North China Godowns and Press Packing Co., Ltd. and the Yangtze Wharf and Godown Co. under Section 130(6) of the Companies Ordinance, 1911.

It is pointed out that the English act contains the same provision and it is assumed that, if there had been any chance of success, application for the winding up of companies composed of alien enemy members would have been made in England.

But it does not appear that any such application has been made.

With reference to the last paragraph of your letter under reference, it is understood why it is apparently

assumed that neutrals would discontinue their trading with these

Companies if the latter were to lose their nominal British status.

2.

Under date of the 20th. September I received a

The

telegram from the Secretary of State for the Colonies on the

subject of these Companies and I enclose decode of it and of my

28

reply to which I have not yet received an answer.

Sir Everard Fraser, K.C.M.G..

H.B.M.Consul-General,

Shanghai.

I have etc.,

(8d.) F. H. May,

Governor,&c..
